The best measure of a government’s success is the satisfaction ofthose who deal with it. A job in the government is not just a way ofmaking a living; it is a means of contributing to your country. This isthe vision of the government of Dubai in the public section field. Depending on the political stability and the support of the public,Dubai government took the responsibility to achieve the standards ofliving well known in welfare states. It is no exaggeration, to say thatall this has been achieved in a challenging period of time since theunification of the seven Emirates. The paper represents the different role of the state in Dubai thanin other developed countries. The fact is that in the political systemin the UAE, as some of its aspects were discussed in section Ⅱ, cantake good initiatives in its own in a unique process. If the consentand needs are translated into demands from the public in democraticcountries, in the UAE and Dubai the state makes decisions onpolicing without the consent of the public but in behalf of them. Theservice-model policing and the experience of Dubai police in thispaper provided some of the police, state and citizens relationship. To change or not to change and to copy a western country or notto copy are the questions facing Dubai. It can be argued that officialsand policy makers in Dubai have taken a further step and gonebeyond the old argument about change and the need for it. They haveachieved a high level of respect amongst other developing andneighbouring countries by challenging the present and gettingprepared for the future in a developing world.
