Anthropogenic global warming is happening andthe United States has seen significant policy development for green growth and reducing greenhouse gas emissions. Nevertheless, with political polarization increasing, green growth policy at the Federal level has been caught in political gridlock,while many states are beginning to take the lead in promoting innovating green growth solutions. This paper reviews major green growth policy developments at the federal and state level for 2012 with a focus on three things: first, the article provides a review of cooperative federalism and comparison of advantages of decentralized or centralized environmental regulation; second, an explanation of the current political context for which green growth policy is being developed or blocked; and finally a review of major green growth policy developments at the federal and state levels. The paper concludes by looking at how the future regulatory regime may look like in the near-term.
