This paper aims to explore the changes and continuities between Thailand and Myanmar, analyzing on the minorities’ problems in the historical perspective. Prior to 1988, Thailand has sustained her neutral policy toward Myanmar, so overlooked the insurgency army stationing in her land as a buffer region avoiding to combat. However Thailand has started close and cordial to Myanmar in the field of economy, breaking away from military and security confrontation after 1988. Furthermore, the authority of Thailand has decreased the assistance to the minorities who came from national border, then buffer region has been diminished. Thailand should changes or reconsiders her approaches toward Myanmar because recent Myanmar’s diplomatic policy has been changed. Especially the cooperation matter with national border should be resolved in the economic approach and Thailand has to seek new resolution the convene of national unity of Myanmar.
