In light of safety and ethics, there is a pressing need to establish and consolidate various guidelines and law, with concern to research involving bioengineering and its commercial usage. Before arranging a guide or legislation there is a need to distinguish between matters that need to be regulated for safety and those matters which need to be regulated for ethical reasons. Mainly problems that need to be regulated for matters of safety are the disclosed use of genetically reconstructed life forms, and its release into the environment, standards for the safety equipment of experiment and production establishments, safety ranking for the experimental objects and experimental methods, the rights and duty of the experiment overseer and safety inspector, education of the experimenter, the health of the researcher, the progress reporting and patenting system, regulations and such. In concern to the process of experimentation, a regulatory system should be arranged with things such as environmental friendliness, accident prevention and waste disposal in mind. Also in the production and distribution field, strict safety measurement standards related to various bioengineering management methods based on specific and detailed analysis of technological impact is needed. Regulations that are concerned with ethical issues, for example, embryo usage, usage and treatment of human genes, experiments which use humans as their subject, treatment of animals, developments in medicine using human body parts or its by-products, development of psychotropic medicine, dual organ transplant, fusion of human and animal cells, human cloning, the limits to certifying patents. However, although in some areas safety and ethical problems are easily distinguished, in other areas the two problems are deeply interlinked. Therefore there is no real need to dually categorize or create two simultaneous organizations in order to ensure safety, and in turn to secure ethics.
