Colonial censorship have a dual task, to control the fluctuating situation of colonial society by the reclassifying the accumulated violation cases, and to adapt the condition of empire censorship managed by core control tower. The persistent and open standards of colonial censorship are only 'the disturbance of public peace' and 'the corruption of public morals', defined by the newspaper law and the publication law. The censorship authority have to keep the concrete scales of publication permission confidential, and in the same time, to prepare the minimizing framework of the censors' arbitrary application to affairs for the consistency in inner office. The concrete standards of colonial censorship became more important from the so-called cultural governance of Chosun Government of General,that permitted the Korean civilian newspapers and magazines. The results of censorship have been arranged by example enumeration style. The standard of censorship had been systematized in 1927 and 1936. According to the analysis of the annual review of publication police, the results of censorship had been showed by 19 items and their corresponding examples after 1927. The standards of censorship had been reclassified by the general standard and particular standard, and the examples had not been shown. In order to understand this change, it is necessary to compare with the cases of imperial Japan and colonial Taiwan. The standard of censorship in colonial Korea had been changed from Korean situation focused items to the more general items reflecting the situation of entire territory of Japan. The systematization of censorship standard from the listed type in 1920’ to more abstracted type in 1936 had been done for the upgrading of resource mobilization and universal control in imperial terms through the incorporation of heterogenious legal areas in Japan empire.
