The presidential approval rating of President Roh Moo-hyun has two distinct and intriguing features that set it apart from other presidential approval ratings. First, the honeymoon period for Roh was so short compared to other presidents that inauguration effects did not seem to exist for him. Second, once fallen significantly in the first year of his presidency, the approval ratings of Roh failed to increase later and stayed at low levels for the rest of his term. These two features comprise of puzzles that this study aims to solve. This study identifies two reasons why his approval fell into abyss in the first year. First, his valence issue based on his morality lost its strength immediately after his inauguration and this turned his conditional supporters against him. Second, unfavorable domestic/international environments and Roh's poor responses to them made even his core supporters desert him. The reasons why his fallen approval got bogged down in low levels for the rest of his term are as follows. President Roh sticked to the policy agenda gunning for political reform even when most of the people wanted him to do something for the bad economic situation. Besides, the Grand National Party, the most powerful opposing party since the democratization in 1987, was very successful in frustrating Roh's policy initiatives in various areas. This study presents in conclusion the lessons we can glean from Roh's presidential approval rating.
