The features of the French industrial relations, i.e., the weakness of tradeunion and employer organization, the fragmentation of trade union, the mutualhostility and lack of trust for the government of French workers’ andemployers’ organization, are the reasons for its mildness and not for theabsence of corporatism. On the one hand, French trade unions refused classreconciliation. On the other hand, they changed into reformist within thecapitalist system and formed a conflictual partnership with employerorganizations. French workers’ and employers’ organizations claim politicalindependence and distrust the government but do not totally reject politicalconcertation. For these reasons, French corporatism appears as a limited generalexchange institutionally through the Economic Social Committee and as asimultaneous exchange through the Social Summit and the inspired tripartiteconsultation non-institutionally. Therefore, French corporatism can be definedas a political exchange by simultaneous and limited general exchange.
