본 연구에서는 장애인 중등이후교육과 지원고용, 직업재활 및 지역사회통합 등으로 연결되는 일련의 장애인정책에 대한 실효성 제고방안의 시사점을 얻고자, 중등이후 교육수료자인 발달장애인이 지각하는 중등이후교육특성 및 직무지도원서비스가 고용지속성에 미치는 영향을 분석하였다. 선행연구 검토를 통해 중등이후교육특성(환경인프라투자, 교육과정, 취업지원프로그램)과 직무지도원서비스(전문성, 책임성, 상호작용성)에 관한 요인을 독립변수로 추출하였으며, 종속변수는 장애인 교육과 취업에 관련된 정책들의 연계성과 취업성과의 질적 측면을 고려하여 고용지속성으로 선정하였다. 서울 및 경기지역 중등이후교육을 수료하고 현재 취업 중인 발달장애인들에게 설문지를 배포하였으며, 최종 182부에 대해 통계분석을 실시하였다. 중등이후 교육수료자인 발달장애 취업근로자들의 일반적 특성에 따른 종속변인인 고용지속성 지각 차이를 분석한 결과, 성별과 연령, 자격증유무에서 차이가 나타났으며, 남성일수록, 연령이 낮을수록, 자격증이 있을수록 고용지속성이 높은 것으로 나타났다. 중등이후교육수료자인 발달장애 취업근로자들이 지각하는 중등이후교육특성 및 직무지도원서비스 요인의 고용지속성에 대한 설명력은 58.6%로 나타났다. 세부적으로 중등이후교육특성의 교육과정(β=.477), 직무지도원서비스의 상호작용성(β=.224), 중등이후교육특성의 취업지원프로그램(β=.197), 직무지도원서비스의 책임성(β=.135), 직무지도원서비스의 전문성(β=.095), 중등이후교육특성의 환경인프라투자(β=.079)의 순으로 고용지속성에 정(+)의 영향을 미치는 것으로 나타났다. 따라서 본 연구는 중등이후교육 수료자인 발당장애인들의 교육과 취업유지, 직업재활 및 지역사회적응의 연속선상에서 그 지속성을 담보할 수 있는 중등이후교육특성과 직무지도원서비스를 총체적으로 고려한 경험적 연구로서 의의를 지닌다.
This study is about analyzing the effect of the characteristics of education and the job coach service perceived by people with developmental disabilities graduated from secondary education programs. The employment sustainability, to deriving implications to enhance the effectiveness of a series of policies for the disabled ranging from the support for their secondary education and employment to vocational rehabilitation and local community integration.
Through the review of the previous studies, this research extracted the characteristics of secondary education (investment in environmental infrastructure, curricula and employment support programs) and job coach service (professionalism, responsibility and interactivity) as independent variables, and selected employment sustainability as a dependent variable in consideration of the connection between policies related to education and employment of the disabled, and the qualitative aspects of the employment. For this research, a questionnaire was created in reference to previous studies and distributed to the people with developmental disabilities currently in employment graduated from secondary education in Seoul and Gyeonggi province, and finally a total of 182 questionnaires were statistically analyzed. The analysis of the differences in the perceptions of employment sustainability, a dependent variable based on the general characteristics of workers with developmental disabilities graduated from secondary education, showed that there were differences in gender, age and certificates in possession, and a higher level of employment sustainability was observed in the males, the younger workers and those with certificates. Explanatory power of factors of the characteristics of secondary education and the job coach service perceived by the workers with developmental disabilities graduated from secondary education on employment sustainability was shown to be 58.6%. In more details, the positive impact on the employment sustainability was observed in the decreasing order of the curricula in the characteristics of secondary education (β=.477), interactivity in job coach service (β=.224), employment support program in the characteristics of secondary education (β=.197), responsibility in job coach service (β=.135), professionalism in job coach service (β=.095) and investment in environmental infrastructure in the characteristics of secondary education (β=.079).
This research has a significance as an empirical study that holistically considers the characteristics of education and the job coach service capable of ensuring the sustainability as an extension of education, continued employment, vocational rehabilitation and adaptation to local communities for the people with developmental disabilities graduated from secondary education programs.
