NGOs have a presence in Japanese international cooperation policy in recent years. Meanwhile, it is hard to paint a precise picture of NGOs. As a matter of fact, no specific explanation of NGO’s role in Japanese international cooperation policy has been made so far. Primarily, it is not clear exactly why NGOs demonstrate such high presence today. In order to explain these problems, this paper examines the transformation of Government-NGO cooperation system and the discussion between NGO and Ministry of Foreign Affairs to improve the system. NGOs are often given the status of “opponents for states” in the context of NGO-Government relationship. In case of focusing on the aspect of cooperation, NGOs are defined as “substitutes for states” or “collaborators with states”. These orientations are stipulated as limited relationship. This paper reveals that NGOs current status in Japanese International Cooperation policy is partner with state rather than limited.
