본 연구는 대전에서 실시하고 있는 교육복지투자우선지역 지원사업의 효과를 분석하여 사업 운영에 있어서 문제점을 분석하고 동 사업의 취지와 목적 구현을 위해 효율적인 운영방안을 모색하고 사업의 효과를 종합적으로 평가하는데 목적이 있다. 연구분석은 한국교육개발원에서 개발한 사업실태 및 만족도 조사지를 활용하여 대전지역 사업대상학교 초등학생과 중학생을 대상으로 2007년과 2009년에 조사한 결과를 활용하여 분석하였다. 사업만족도분석 결과 2007년 보다 2009년에 학업․문화․복지프로그램의 만족도와 인력만족은 초등학생과 중학생 모두 증가하였으나 정서프로그램 만족은 중학생만 증가하였고, 시설만족도는 변화가 없는 것으로 나타났다. 사업효과의 경우 학교생활 및 학교적응력이 향상되었으며, 중학생의 경우 자기효능감도 향상되었다. 사업만족도와 사업효과 간 상관관계를 분석한 결과 프로그램, 인력, 시설 만족도가 자기주도 학습능력, 학교생활 및 적응능력, 자기효능감과 유의한 상관관계가 있었다. 사업만족도와 사업효과 간 인과관계분석에서는 초등학생의 경우 문화프로그램만족도, 시설만족도, 인력만족도가 사업의 효과에 영향을 미치는 것으로 나타났으며, 중학생은 문화․학업프로그램 만족도, 시설만족도, 인력만족도가 본 사업의 효과에 영향을 미치는 것으로 나타났다.
This research is to analyze the effect of educational welfare investment priority zone policy that is being carried out in Daejeon, in order to find the problems in relation to the plan operation, and seek the efficient operational plans for achieving the plan object and for realizing the purpose, and evaluate the efficacy of the plan in general. In the research and analysis, the survey paper that is developed by Korean Educational Development Institute for investigating the reality of plan and satisfaction is used with the target of elementary school and middle school students at schools in Daejeon that are targets of the plan, and the results of the survey conducted in 2007 and 2009 are utilized for analysis. As a result of analysis of the plan satisfaction level, it has been found that the satisfaction level of the studies/culture/welfare programs and the satisfaction of human resources have increased both in elementary school students and middle school students in 2009 in comparison with those in 2007; however, the satisfaction level of programs for emotions has increased only in middle school students, and the satisfaction level of facility has not changed at all. As for the effect of the plan, school lives and school adaptability have improved, and self-efficacy has increased in case of middle school students. As I analyzed the correlation between the satisfaction level of the plan and the effect of the plan, it has been found that the satisfaction level of the program, human resources, and the facility have significant relations to self-directed studying ability, school life and adaptability, as well as self-efficacy. In the analysis of the causal relationship between the satisfaction of the plan and the effect of the plan, in case of elementary school students, the satisfaction level of culture program, the facility, and human resources have been found to influence the effect of the plan, while in case of middle school students, the satisfaction level of culture/studies program, facility, and human resources have been found to influence the effect of the plan.
