The last census of the Soviet Union showed that the Uzbek Diaspora's population was 332,017 in Kazakhstan. Especially 285,042 of them lived in Chimkent oblast'. According to 1999 year's census of the Kazakh government, the Uzbek Diaspora's population was 370,663 in Kazakhstan and 332,202 in Southern-Kazakhstan oblast'. Totally the number of the Uzbek Diaspora in this area has been steadily increasing and had the highest percentage. Historically and traditionally they have considered themselves as the owner of Southern-Kazakhstan oblast'. The Uzbek Diaspora who has lived in Sogd oblast' of Tajikistan and in Osh oblast' of Kyrgyzstan also has this mind. Meanwhile, the ethnic conflict with the Uzbek Diaspora which has occurred in Tajikistan and Kyrgyzstan, has never occurred in Kazakhstan. This paper is focused on the reason why the conflict between the Uzbek Diaspora and the Kazakh has not happened in Kazakhstan. The content of the study to analyze this subject is based on the above common ground. Firstly, the history of the Uzbek Diaspora who has lived in Southern-Kazakhstan oblast' is analyzed. Secondly, the ethnic policy of Kazakhstan is analyzed. And at last, this study will conceptualize the reason why the conflict between the Uzbek diaspora and the Kazakh has not happened in Kazakhstan.
