The SunTzu “Art of War” beginning chapter points out the importance of defense strategy for a nation: “The military affairs, crucial to a country, deciding field of existence, course to survive, nothing too detail to ignore”. Therefore, a nation’s proper defense strategy ensures her surviving and continuous prosperity. Since strategy is a mean for a defense system to alter its circumstance, and defense circumstance identifying is essential to strategy making. Therefore, this research in turn discusses national defense circumstance, national defense strategy, as well as their relations. A national defense system utilizes strategy to adapt itself to its circumstance; therefore, correctly identifying relative circumstances is essential to successful defense strategy making. This research, from viewpoints of a nation’s “external circumstance characteristic” and “itself characteristic”, proposes three basic indexes for correctly identifying defense circumstances: “severity of threats”, “ability of winning”, and “initiative of launching a war”. Three national strategy-generating models and respective theories were concluded by twelve circumstances that are composed of variations in three indexes mentioned above. Finally, we review evolution process of Taiwan’s defense circumstance as well as military strategy development, and propose future directions for development of national defense strategy.
