Song government was responsible for maintaining social order and protecting state security. Because bandits and enemies always used weapons to attack Song people, government soldiers also employed weapons to confront rebels and enemies. In order to supply soldiers with weapons, Song central and local governments established factories to produce weapons. In the factories, craftsmen were the major weapon-producers. When Song emperors, officials, officers and soldiers used weapons, they might be dissatisfied with them. Emperors might be dissatisfied with the power and convenience of weapons and asked for improvement; officials might face specific war situations and demanded reformation; some officials, officers and soldiers would renovate or produce weapons themselves. After using weapons a period of time, weapon-users became familiar with those weapons and could provide improvement directions or renovate weapons themselves. Government weapon-users, who were not craftsmen, spent time and intelligence renovating weapons, and facilitated the development of Song government weapons. This shows that the renovation of Song government weapons did not depend on the intelligence of craftsmen or great inventors, but rely on a lot of small creativity of weapon-users.
