Using newly found secret military maps from the Library of Congress, this paper will trace Japanese Guandong army’s efforts to produce and utilize knowledge of military secret maps, especially on the borders between Manchuria and the Soviet Union in early 1940’s. Military maps were managed by the Guandong army headquarters through the Guandong surveyor which was established in 1934. This paper is divided into two parts and comes to significant conclusions. First will discuss how the Japanese top secret military maps were collected in the Library of Congress even though the Japanese military headquaters ordered that all the secret military maps be destroyed in 1945. Who captured these maps and what was the usage of maps for US military?This paper reveals the existence and meaning of top secret military maps managed by the Guandong army headquaters with special military goals. Due to the top secret nature of the maps, they were not widely known by scholars because they were captured by the GHQ (General Headquarters) when the GHQ ruled Japan following the Japanese surrender in World War II and was transferred to a US military organization. In the late 1990’s they were gradually transferred to the Library of Congress under the status of rearrangement of maps in order; they haven’t been completely catalogured. Second maps of Manchuria will be examined to explain the levels of meaning they contain. This paper proves that the Japanese military had prepared another war between Japan and Soviet Union in Manchuria even under the complicated situation of the Pacific War with the USA. In order to confront the Pacific War, Japan appealed to ‘the greater East Asia Co-Prosperity sphere’ to south east. This paper reveals Japan’s intentions through important new materials of top secret maps for preparing another war with Soviet Union, and acts as a pioneer to set a solid foundation to stimulate further research.
