The Education for children with disabilities in Korea has been developed toward inclusion in its quantity and quality. However without full understanding of unique social and contextural needs on inclusion in U.S.A which has influenced on Korean special education, unconditional and superficial acceptance of inclusion will prohibit the development of inclusion in Korea, which has traditional characteristics and own needs. It is meaningful to investigate the history and the characteristics of inclusion from Dunn's mainstreaming to Skrtic's full inclusion initiated by Will's REI in U.S.A. With intensive investigation of the history and definition of inclusion in U.S.A, characteristics of inclusion were discussed. It is strongly suggested that inclusion model should be focused on the children with disabilities served, not on the policy, and gradual progress based on strong and advantageous points that our special education already have.
