With the coming of the 4th industrial revolution era, the concept of the smart city is being developed to the next level. In the case of South Korea, the smart city has changed from focusing on the construction of the smart city infrastructure in new communities to including the governance and innovation concept to solve urban problems effectively and create new jobs. As a result of this evolution, the previous U-City law was substituted by the law of the smart city and has come into force since last September. In this paper, the pros and cons of the law of the smart city are reviewed in detail by examining the expansion of the smart city concept, the smart city industry, and the authentication process of the smart city in comparison with the previous U-City law.
