This article argues the categories of the mass party and catch-all party are effective to elucidate the impact of public opinion on party positions. Even though all parties share the ultimate goal of winning and holding power, the impact of public opinion on parties’ positions would be theoretically greater for moderate parties than for ideologically extreme parties. This is owing to the fact that moderate parties are relatively flexible in setting their positions, whereas ideologically extreme parties are relatively rigid. This paper contends that public opinion was more influential on median parties than extreme parties during the European integration processes because median parties are more vote-seeking and extreme parties are more policy-seeking in their nature. Extreme parties are more likely to stick to their ideological position rather than securing new supporters since ideology is frequently the basis of existence for mass parties.
