This thesis studies the founder of Islamic Da'wa party and one of the representative iraqi shi'ite leaders, Ayatollah muḥammad Bāqir al-Ṣadr's thoughts of the authority of the religious 'ulama and the vision of the Islamic governance. The political doctrine stand of the Al-Da‘wa party was on the basis of Muḥammad Bāqir al-Ṣadr’s ideal, ‘wilāyat al-‘umma’. This ideal was a reversal of Khomeini’s wilāyat al-faqīh, which means Islamic jurists directly ruling the Islamic government. Al-Ṣadr advocated the legitimacy of governance for Islamic society coming from the people. According to his thoughts, this research demonstrated that the ultimate form of Islamic state, which was pursued by Shī‘ite movements of Iraq could be said to resembles a democratic state, which is similar to the western emphasis, not like the type of Iranian theocracy.
