This study has its purpose in verifying the effect of Seoul City's effort in blending its citizen's classes through law and regulations of creating complex residence. Since now, there weren't any verification to find out if these hard work helped in lowering the dissatisfaction of the population and social gathering. Previous researches have focused on whether it helped in the social gathering of people. This study uniquely compares the rate of satisfaction in places where complex arrangements have been made and places that has not been made. We analyzed the different areas and compared the consciousness of the citizens after classifying them into 3 groups according to their arrangement method - complex, divided complex, and distributing complex. We also considered whether the houses were on rent, or the citizen possessed the house. As a result, the satisfaction rate of complex and distributing complex of rent families changed little but the satisfaction rate of people who possess their own houses fell significantly. Moreover, when we look closer to complexes of people who own their own house, we can see that satisfaction rates fell in every factor. When we look at the scores of divided complex, we can see that satisfaction rate of people who were on rent raised slightly, while people who possessed their own house fell even more than regular complexes. However, the total score was higher than the previous ones, because of the slight rise of the rent group.
Complex arrangement solely can't help develop a complexwhere social gathering take place. Therefore, appropriate institutional help should be used to lessen problems occurring by income level and different attributes. Also a realistic citizen harmony programs are needed to combine the regional society. Even though this policy is for the welfare of the weak(rent citizens), and the consistent development of regional community, if we do not understand the residence of distributing complex and reverse discrimination a true social agreement will be hard to achieve.
