Many pilots in the Republic of Korean Air Force(ROKAF) wants to move out to find new jobs in the civil airlines. Their occupational turnovers have rapidly increased to 102 pilots in 2006, 138 pilots in 2007, 145 in 2008 and 2009. The number of skilled senior pilots with many experiences over the rank of major (so-ryeong) recently have become too short to systematically manage ordinary training and military operations. The efforts to reduce the turnover from The ROKAF authorities have been hardly successful: the compensation method to raise pilots’ overall income, which has been regarded as the most influential countermeasure, was not effective at all. This research has intended to identify what are real motivations of the pilots to decide the occupation change from soldiers to civilian pilots. The authors of this paper argue with interpreting quantitative data from the Korea Institute for Defence Analyses(KIDA), from a survey conducted in 2009, that the reasons for job turnover are not exclusively related to income, but compositely to self-esteem, the desire for self-realization, job security and income. The money issue does not independently affect the majority of the pilots’ decisions. For a clear comparison of the pilots’ motivations for turnover to the ROKAF’s measures, this paper introduces the theory of human motivation from Abraham Maslow, especially the hierarchy of needs. The authors point out there is a communication blockage between the pilots and the ROKAF authorities where the latter fails to understand the causes of the pilots’ leaving.
