Since the mid-2000s, the Japanese approach to the Dokdo, Senkaku, and Kuril Islands has been determined at the middle level, which combines international political environment and domestic political factors. This study aims to show that Japan’s approach is a multi-track strategy that simultaneously achieves the combined goals of national interest and regime interest. The Japanese government attempted a new approach to the Kuril Islands problem, called joint economic activities. This is a strategy to link joint economic activities with the process of returning territories, which is to pursue economic benefits externally, while publicly stating that the government is making a lot of efforts to solve territorial problems. Japan intends to reconcile its security strategy through the Senkaku dispute, to check China, expand Japan’s external role, and at the same time to induce the issue of territorial disputes to secure public support. Meanwhile, the Japanese government considers the Dokdo dispute as an example of creating active public opinion on territorial issues and inducing international interest to try to acquire new sovereignty. This choice of the Japanese government reflects the dynamics of the regional power after the Cold War and the domestic political context of the increasing political liquidity. For Japan, multi-track strategies for territorial disputes have become a useful means to achieve international political objectives such as revision of security strategy and pursuit of economic benefits and to mobilize support for the interests of the regime in domestic politics.
