In this paper, it was tried to review the formation of the armies of Sui(隋) during the war between Goguryeo(高句麗) and Sui in 613 and 614, and identify the implications of the strategy of Sui the war between 613 and 614 by comparing the strategy of the Sui identified in the review and the military strategy of Sui in the war with Goguryeo in 612. In addition, it was tried to examine the situation of Liao Xi(遼西) and the movement of the Sui army in the contact zones with Goguryeo seen in the war in 613.
Looking at the strategy that Emperor Yangje(隋煬帝) of Sui devised in the war between Goguryeo and Sui in 613 and 614, it is found that he supplied the final military supplies to the corps before they entered the area of rivers of Goguryeo making the old castle of Goguryeo located in Liao Xi as the foremost logistics base after entering the lower part of Daereungha(大陵河) and east of Mt. Euimureyo(醫巫閭山) in 603 and 604 and establishing Liaodonggun(遼東郡) showing off its influence in all the area of Liao Xi which is the border between Goguryeo and Sui since the war in 612. As Sui had influence on the all areas of Liao Xi as such, Liao Xi lost the characteristic as a buffer between two countries as the contact zones.
Furthermore, he did not change much by appointing the personnel who participated in the war in 612 for the expedition, but he reduced conscripted soldiers and increased recruited soldiers in general force. He organized navy as two corps and limited their roles to the army supply, and gave 便宜從事權to the commanders of the corps. In addition, he attached various castles of Goguryeo simultaneously while advancing to Goguryeo. He also formed a detached force to advance to Pyongyang Castle(平壤城) of Goguryeo bypassing the castles that his army could not defeat.
In the expedition in 613 and 614, Emperor Yangje adopted strategies that were attributed to other commanders or soldiers after revision and his own strategies without revision after the completion of the war in 612. It was because if he made a lot of changes in his strategies, it might be considered that he acknowledged the strategic error in the war in 612 and that he was the one to blame. In other words, it can be said that the strategy of the Sui in the wars in 613 and 614 shows his intention to prevent the weakening of the imperial power by avoiding the attribution of the defeat of the war to himself.
