The government has implemented an off-site sequence analysis and risk management plans to prevent chemical accidents, but data related to shelters for systematic response to chemical accidents are insufficient. Accordingly, in January 2019, the government produced and distributed a comprehensive guide for residents notification and evacuation. However, it does not provide specific information about the shelter. in this study, four types of materials were selected from the Resident Evacuation Provision Chemical provided in the comprehensive guidebook. Next, the concentration and time of reaching the cloud by section of the material were taken into account, and the probability of death if residents evacuated to the Evacuation Line was calculated. Based on this, the range of influence of the changing mortality probability was confirmed and the critical line was derived when the shelter was not installed and the shelter was selected from the critical line. As a result, tables were derived to facilitate the selection of appropriate intervals for the installation of shelters from the critical line of materials. In addition, the results of Critical Line confirmed that areas with a death toll of more than 10% even if shelters were installed at 100m intervals. This may limit the distance between a residential complex and a business site, and it is necessary to establish accident damage minimization measures to reduce the distance.
