The 21th century is called "the age of culture" as the importance of culture and art is rising in recent government policies. With the increase of these performance facilities and the intensifying competition, many local government aim to stimulate the local economy by cultural revitalizing and also pay attention to management and operation of cultural performance facilities. It is necessary to study accurately the process and effect of the evaluation because the result measurement has just started. The result measurement technique for public cultural performance facilities is still in the initial stages of development. It is required to develop its technique for each facilities in evaluation. The effect of the result measurement would be sustainable with intention of improvement following the process of development of its technique in practical business. A long-term strategy with practical staffs`s training of performance goals and techniques stimulates the needs for developments, and have fostering human resources and reformation of consciousness through experience and learning. The change of internal staffs has been a driving force of developing the organization, and also it can steer management of cultural performance facilities in the expansive direction.
