The purpose of this study is to assess the employment promotion projects of the Korea Employment Agency for the Disabled (KEAD) in a systematic and comprehensive way and to examine and improve operation of the services in general. The assessment of the projects is composed of the following three measures: i) adequacy of the planning stage, ii) efficiency of the implementing stage, and iii) effectiveness of the achievement stage. Based on the assessment measures, we have examined four different projects of the KEAD that are Job Placement Project, Supported Employment Project for People with Severe Disabilities, Work-together Center Project (Support of students with disabilities), and Internship Project for People with Disabilities.
In order to assess the adequacy of the planning stages of each projects, we examined whether the service coincide with the national policy goals for employment of the disabled. To assess the efficiency of the implementing stages, we looked at the trend of the budget execution rate of each projects. And the effectiveness of the achievement stage of projects is assessed by examining the employment rate of people with disabilities, career maturity degree, and rate of people turning to permanent position respectively.
Through the assessment we were able to conclude that all five of the projects coincided well with the national policy goals. Three of them showed an increase in efficiency in terms of budget execution. In terms of effectiveness, the results of all five projects indicated that they were effective in promoting employment of the disabled. As a policy recommendation, this study discussed the possible strategies for the future.
