Recently, the US Government, which is one of important customers in the aircraft maintenance industry, changed its aircraft maintenance policy from “sole source acquisition”to “full and open competition.” Further, new depot level maintenance (DLM) companies in developing countries have joined the global competition in this field with low bidding prices based on low hourly rates, some of which are dumping prices. Thus,Korean aircraft DLM companies are currently facing a new environment. This study aims to investigate the new policy of the US Government and derive the Korean DLM companies’strategy for the changing market environment. To discuss the criteria that are important for full and open competition, we investigate the actual types of deficiency and reasons of mishaps in helicopter DLM (HDLM) conducted by Korean DLM companies for the US Government over a period of 20 years and perform a SWOT analysis. On the basis of the findings of the investigation and SWOT analysis, this study shows that Korean DLM companies should pursue an outpacing strategy, which is based on low-cost infrastructure and high quality management, for full and open competition and long-term competitiveness.
