Purpose: The government has implemented a variety of policies to reduce the greenhouse gas emission and building energy consumption. However, the participation is insufficient due to the exclusion of the customers’ opinions during the policy-making process. Accordingly, the policies to reduce the greenhouse gas emission and conserve the building energy have not been effective. To evaluate the policies on the green city and building energy in the customers, the research was conducted through a survey among the citizens. This paper intend to identify the issues in domestic policies and come up with the measures to spread them. Method: It is the citizens who consume the energy in cities and buildings. So, the survey asked citizens about their perception of the governmental policies, their willingness to participate in them, and their directions. The survey was conducted online and investigated the relationship between respondents" willingness to participate in each residential area and their emissions from greenhouse gases. The analysis results confirmed that the expected effects of governmental policies were consistent with the actual effects felt by policy customers. The scope of the study centers on the energy sources used in the building and on the policies based on the Low-Carbon Green Growth Act. Result: The study showed that the policy customers had a high level of awareness and willingness to participate in the programs on anti-climate change and energy conservation. Policies for reducing energy consumption in cities and buildings should be established by listening to the public opinions on a regular basis as civic participation is critical. Accordingly, active and open policies in the urban and building areas must be established to achieve the targets of reducing greenhouse gas emissions in response to climate change, and continuous studies should be conducted on public opinions.
