A growing body of literature on "world cities" has become influential in thinking and research in urban studies. There is, however, a recognition that the concept is still not fully elaborated in theoretical terms or validated empirically. This study has sought to assess the development of world city perspective in terms of the restructuring of the world economy, world city characteristics and role, and to discuss problems and issues that can be raised about the theorization and empirical research within a world city framework. A study on world city was initially proposed in a systematic form by Friedmann and Wolff (1982), and elaborated as a series of propositions by Friedmann in 1986, which he labeled" the world city hypothesis." Within this perspective, world cities are viewed as a network of command and control centers in the world economy. They collectively serve as the nodes through which capital and information circulate and where multinational corporation and international financial institution headquarters and their specialized support services are concentrated. They are also characterized as an interacting set of nodes or intermediaries between the world economy and the national economy. Changes in world cities, the structure of their labor markets, and the physical form of cities can be explained with reference to a worldwide process that, affects them. The functions and role of world cities have changed over time in accordance with the development of technology and the structural change of a capitalist world economy. However, a variety of issues have been raised concerning the definition and operational application of the world city concept and hierarchy. An analysis of world city literature and works of various scholars indicate that clarification and elaboration are needed for such things as the variables for identifying and measuring world cities and their order, more attention should be given to indepth case studies of individual cities, and to the mobility of cities within world city hierarchy. Greater understanding is also necessary in the relationship of national policy to world city formation and between the world city and the national urban hierarchy of which it is part.
