The major purposes of this study are to examine locational changes of high tech industries and to analyse the impact of the high tech industries on local economy based on spatial linkages of input materials, output products, and high qulity labor forces The high tech industries dealt in this study are manufactures of office, computing, and accounting machinery (SIC 3825), manufactures of sound, image and communication equipments: and apparatus (SIC 3832), and manufactures of electronic tubes and other electronic parts and components (SIC 3834). Industry level data regions do not have sufficient linkages to the local economy. The different impacts of the high tech firms on the local economy between the Capital Region and the rest of the country have also been clearly identified from the in depth survey on the spatial linkages of a large multi-regional firm in electronics. The results of this study suggest that policy merely focused on the attraction of plants and R & D units in the high tech sector in the peripheral regions cannot have enough effect on the local economic development. Without home-grown corporate or entrepreneurial venture and spin-offs, high tech industrial clusters may not successfully contribute to the local economic development. In Korea, only the Capital Region is similar to self-sustaining high tech agglomeration. High tech clusters in the rest of the country can be regarded as either dependent research center, which mainly includes branch laboratories of high tech firms, or technology fabrication center, which is related to the concentration of technical branch plants. In order to enhance the impact of the high tech firms on the local economic development in the dependent research centers or in the technology fabrication centers, regional innovation policy should be promoted. The regional innovation policy should be focused on the support of innovative entrepreneurs and high tech spinoffs, development of information infrastructure, fostering the venture capitals, and promoting technical vitality with activating R & D activities in universities, private firms and public laboratories. are derived from the Report of Mining and Manufacturing Survey, while plant / firm level data of spatial. linkages are derived from the questionnaire and interview surveys conducted from August to December, 1989. The high tech industries are overwhelmingly concentrated in the Capital Region and degree, of the concentration of the high tech sector in the region has been accelerated during the 1980s regardless of the government`s promotion of industrial dispersal policy. The trend of locational dynamics of the high tech sector suggests that high tech industrial concentration in the Capital Region be related to the reconcentration of manufacturing as a whole to the Capital Region in the 1980s. High tech industries are also considerably located in the Southeastern Region, but the high tech sectors in the region are mainly mass-producing branch plants or technical branch plants which have R & D functions within the branch plants. The degree of local linkages of input materials of the high tech plants located in the Capital Region is much higher than that of the plants located in the other regions. Furthermore. high tech plants located in the Mid-Region and Southwestern Region have only negligible local linkages and have high level of spatial linkages to the Capital Region. High quality labor forces such as scientists. engineers. directors and managers are mostly concentrated in the Capital Region. Even considerable number of the high quality labor forces of the high tech plants located in the peripheral regions have their families in the Capital Region.
