The US-China relation is very fragile and unstable. Despite the complex interdependence between these two countries, there still lies a possibility of mutual conflict as the power transition is always dormant.
Chinese foreign policy was based upon Deng Xiaoping"s Tao Guang Yang Hui, but this began to change from the year 2007, in which Hu Xintao began his second term and took more initiative in his foreign policy. But still China does not have a coherent grand strategy, and currently it is based upon its core interest.
This year, the U.S. has published defense strategic guidance in which the U.S. declared its Asia pivot policy. Asia pivot policy has several purposes. First, it is for the U.S. economic recovery policy throughout Asian market. Second, it is to increase the U.S. influence in Asia. Third, the U.S. now has more leeway in military capability as it is withdrawing its military from Iraq and Afghanistan. But the core lying behind this is containment of China.
In this situation, the Korean peninsula is an important area. The conflict between the U.S. and China"s interest has been salient in the Korean peninsula. China uses North Korea as a buffer state and wants to increase its influence on North Korea vis-a-vis the U.S. The U.S. also wants to provide security to South Korea, which has possibility to conflict with China.
I propose four policy suggestions. First, Korea needs to determine the contents of the US-Korea and Korea-China relations so that we can be more flexible in our diplomacy. Second, we should focus on US-Korea alliance as a primary relation, and should diversify our relations with other states. Third, Chinese economic growth will continue, and we should be wary of the possible aggressive policy of China in the future. Fourth, we should use six-party process not only for North Korea issue but for the broader security issues of East Asia so that we could prevent the conflict between the U.S. and China within the six-party process.
