This study explores the implementation plan of the joint construction & use of parking facilities (JCUP) in Kwangju’s CBD. The purpose of this study is to examine the parking problem and policy in the CBD of Kwangju City, to review the existing literature on JUCP, and to identify its implementation plan for improving the parking situation there from a planning and institutional perspective. The rapid increase in car ownership and insufficient parking spaces have compounded the parking problem in Kwangju. It has thus become an integral part of the urban transport problems as well as a serious social issue in the early 1990s. As the cenral area of vehicular traffic, the central business district (CBD) is the area of greatest traffic congestion and parking difficulites in Kwangju. There are many small multiple-use buildings in CBD, which generate larger parking demand and high land values. High land values and uncertain revenues have caused developers to hesitate in undertatking large-scale parking developments in CBD. JCUP is intended to lesson the duplication and improve the utilization of existing and new parking facilities. It is sometimes possible to serve the combined parking needs of two or more properties with a common parking area rather than to require each property to independently meet parking space zoning requirements. JUCP can be implemented through a revision of the zoning code. In order for it to be effective, considerable care should be exercised in defining the criteria where joint construction & use will be permitted and in specifying the legal and financial mechanisms to be followed by developers to enforce the agreement over time.
