About 120,000 kinds of chemicals are distributed worldwide and 2,000 kinds of new chemical are developed and commercialized every year with the development of new industrial technologies and the increase of demand for chemicals. The frequency and size of chemical accidents are also increasing in proportion to the growing demand for chemical substances and their use in various fields. According to the statistics of accident cases in chemical-safety information sharing system, 401 chemical accidents occurred from 2006 to 2015 in Korea.
Recently, loss of eyesight due to acute poisoning by continuous exposure to methanol has occurred several times and the risk of vehicle windshield washer liquid containing methanol component was reported to media, then social concerns about methanol accidents came to the fore. In this study, the safety distance of the methanol storage facility, the risk frequency and safety improvement by the mitigation device installation were evaluated by using KORA, off-site consequence analysis program then accident scenarios were selected to evaluate risk. It is analyzed that the risk is reduced by 84~87% when leak detectors and emergency control devices are installed. In addition, if the size of dike is increased to meet the minimum maintenance distance of the methanol storage facility, the risk is rather increased. For 5㎥ methanol storage facility, if the dike capacity is more than 110% of the designed capacity and there is no maintenance problem, it has been analyzed that utilizing existing tanks is better than reinstalling dikes in terms of risk mitigation. The results of this study are expected to be valuable for minimizing impact to methanol chemical accident by utilizing technical and administrative plan to minimize the risk of off-site consequence in the existing 5㎥ methanol storage facility.
