We are now confronting care strategy of the elderly in fast aging society. Direct care workers provide the bulk of paid long-term care. These professional workers hold a variety of job titles, including personal care assistants, home care aides, home health aides, and certified nursing assistants. The adaptation and adjustment process was composed of (1) establishment and marketing period, (2) transition and adjustment period, and (3) maturation period. Services of the administrative and institutional dimension have to be propelled so that welfare services are immediately practiced, when needed. That means we have to do our best to upgrade welfare service policy comparable to the development of industrial parts.
