In Korea, the comprehensive changes caused by the modernisation process have affected the patterns and availability of family care for older people. Despite of these changes, it seems that social policy for older people has reflected the idea of the traditional family based on filial piety. Drawing on case studies of kin groups caring for their older relative in Korea, this study explores the ways in which family responsibilities for the care of older relatives operate in practice looking at whether family responsibilities are negotiated in the Korea context. It also discusses some ideas of family negotiation such as the gender and birth order differences in negotiations, the character of commitments, the idea of making excuses and constructing personal and public reputation. This study found that family responsibilities, though strongly affected by normative expectations, were negotiated within families in modern Korea society. Thus it suggests a concept of family obligation in the Korean context which is more fluid than is implied by the idea of moral rules associated with genealogical relationships. The conception of family responsibilities as negotiated commitment is different from the policy assumption that family responsibilities are seen as something taken for granted, arising naturally from family relationships.
