Beginning with Benoit in the 1960s, there has been an active debate regarding the relationship between defense expenditure and economic growth. However, most discussions hitherto simply focused on whether the defense expenditure had a positive or negative impact on economic growth. In this study, we depart from this simple relationship between defense expenditure and economic growth. Instead, we focus on three types of government policies that increase defense expenditure, namely (i) a reduction in public investment, (ii) a reduction in public consumption, and (iii) a combined reduction in public investment and consumption, in examining the impact of an increase in defense expenditure on economic growth and utility. We find that, the only type of policy that increases both economic growth and utility following an increase in defense expenditure requires a reduction in public consumption while leaving public investment unchanged.
