This research is to analyze a decision-making process and examine councils’ character in defense acquisition since Defense Acquisition Program Administration (DAPA) integrated various defense acquisition organization. In decision making, justification and rationality are most important factors to decide defense policies. This study divided decision-making councils into 4 classes with justification/rationality and decision/support and analyzes decision-making process of defense acquisition and also examine whether councils related to defense acquisition is well-defined and operated appropriately through prescribing the councils’ character in defense acquisition.
