The purposes of this study was to develop a leadership assessment tool for first-line military leaders who actually perform various kinds of assignments with their subordinates and are responsible for the results. Following the analysis of current state of leadership shown by first-line military leaders and literature reviews on previous leadership assessment tools, possible factors affecting the effectiveness of first-line military leaders were extracted.
Evaluation factors were grouped into six broad categories: desirable character, warrior ethos, intellectual capacity, leading, developing, and achieving. Pilot test with a sample of a front division battalion(n=203) was conducted to check the validity and response distribution of survey items. The results of main test with a sample of seven battalions(n=1,944) showed high internal consistency (Cronbach's alpha ≥ .81) for all the factors. Heavily unequal response distributions were not found. Prediction validity tests with a sample of another battalion showed support for positive relationships between evaluation factors developed by the present study and multiple leadership effectiveness variables. Other implications for future research on leadership assessment tools are discussed.
