The Republic of Korea (ROK) Navy Cheonan sinking incident offers insight into unexpected behavior of the state actors in that it rarely initiates asymmetric attacks against an opponent state, particularly at sea. North Korea recently chose this tactic to overcome a perceived technological power gap with South Korea after three consecutive defeats on the North Limit Line of the Yellow Sea on the Korean peninsula. The theory of asymmetric attacks shows that asymmetrical attackers have political aims beyond simply a tactical military victory. This attack could be designed to force the South Korean Navy to reconsider its blue water strategy, leading to an overall reduction in its capability for maritime influence both within and beyond the Korean peninsular waters. Accordingly, the ROK military should not be trapped by North Korea's political tricks. This analysis finds that the most optimal naval strategy responding to the attack on the ROKN Cheonan is a balanced one, focusing on both locally-driven asymmetric warfare and a blue water capability.
