This paper tried to research the Northen Limit Line(NLL) conflicts historically from the view of conflict model and to understand the historical context of conflicts. In researching, the outbreak of NLL conflict is supposed to be arisen after setting NLL(1953) and the aspect of conflict and its character is researched by dividing into three major steps such as Incipient conflict, Latent conflict(1953-1972) and Manifest conflict(1973-2011). Also the paper reviewed conflict process and conflict management and proposed the reasonable direction of conflict management strategy through studying conflict management strategy of ROK against conflict. The aspects of NLL conflict in the west sea have been expanded from time to time. The opinion of DPRK and a extent of Armed provocation is reinforced and the condition of conflict is not only about maritime boundary but also broadened as an intense political conflict connected domestic and international political issues. ROK have managed the west sea conflict, concentrating the concept of conflict suppression for 50 years of hostility. Conflict regulation strategy and conflict settlement strategy was for a while adopted as North-South communication was progressed, in the present conflict suppression strategy have a major role in policies towards North Korea based on the principle of reciprocity. It seems that the threat of armed conflict would be in existence as the possibility of armed provocation from DPRK which takes asymmetric tactics becomes higher on the NLL conflict. The conflict situation managed by strong conflict suppression strategy of ROK is supposed to remain.
