The purpose of this article is to analyze the Strategic Performance Management of U.S. Department of Defense and then derive suggestions for the performance management of ROK Ministry of Defense. The Strategic Management Plan(SMP) defines a performance management system for the business operations of U.S. DoD. It also provides clear measurable information about the results achieved by business programs and activities, which can be used by U.S. DoD PPBES and enables executive leaders to make better-informed decisions. The derived suggestions for policy are as follows: First, it is critical to establish a performance management system which is aligned to National Strategy and National Defense Strategy. Second, The Ministry of National Defense needs to set up its own unique strategic management plan and consolidated information management systems. Third, it is highly recommended to readjust processes and organizations for the strategic performance management. Fourth, it is required to develop performance measures associated with goals which should be measurable. Finally defense high-ranked officials need to recognize the importance of a strategic performance management in defense business operations and then exert their leadership for its development and execution systems.
