It dosen`t look so wrong to say that modern times can be called `Science and Technology Era` Modern science and technology, which a great amount of budget is being invested in, is being advocated, supported, and promoted by the entire society. In many cases, the degree of science and technology developments themselves is considered that of the society. Therfore, as time goes by, both the entire society and almost anything in it will be gradually affected and finally dominated by science and technology. And, the modern society might be called `Techeno-Rush Society` As this society becomes transited into high technology society, public culture and welfare will be improved. And in the aspect of culture, people will hope to be able to enjoy emotional richness and sound mentality with the help of upgraded life style based on the stable politics and the developing economy. For instance, `Education Police Advisory Committee(1992) suggested that the ideal image-of man be one pursuing emotional stability and beauty. In other words, a desirable human being must pursue happiness by expanding his/her esperience and continuing to seek for cognitive and aesthetic desire. However, modern education is focused predominantly on "intellectualism", seeking only for knowledge, but in part on philosophical thoughts, literature, and arts based on dynamic, vivid feeling or emotion of life. It might be clearly seen that the major function of education has been displaced by the increase of intellectual ability while artistic education or emotional cultivation relevant to artistic activities have been reduced to a by-product or an accessory. But , education is not such an intellectual work as is excluded with a feeling or an emotion, although the highest knowledge can be typified by the happy moment of contemplating the universality of a form. At the turn of 21 century, we know that many researches on science and arts have been conducted and such subjects have been recognized as an important question we should slove. In addition, the importance of arts education as well as the educational value of sports and physical education is needed to be conceived and fully discussed. The discussion on artistic quality of sports is entailed by the possibility to look at physical education and sports in a new methodology by putting an emphasis on the whole and humanitarian aspect of them. Such a scholastic discussion on sports will be helpful to the planning of `orthodox` f physical education. Thus, treating with questions with regard to artistic quality of sports will be reinforced not only to achieve a scholastic qualification, but also to be a moderate disciplinary field of physical education
