This article examines the possibility of building a permanent peace regime in the Korean Peninsula, against the backdrop of recurring armed conflicts and security crises since the Korean War. In chapter 1, we define the persistent co-existence of armed conflicts, arms race, and security crises in the Korean Peninsula as failure of the Korean armistice agreement, and introduce the concepts of armistice regime and peace regime. In chapter 2, we use the concept of division system in the Korean Peninsula and its dual military and political aspects to analyze the persistence of armed conflicts between the two Koreas. Chapter 3 outlines the historical dialogues between the two Koreas and the US including the proposals and agreements, followed by chapter 4, where the main issues concerning the Korean peace regime are examined: effective armistice and non-aggression, arms control and disarmament, cooperation and diplomatic normalization, and the practical figuration of a peace regime. Finally, in chapter 5, we propose three basic strategies for successfully building a permanent peace regime in the Korean Peninsula: managing the Korean question from inter-Korean and international points of view, dealing with military and non-military problems simultaneously, and pursuing governmental and non-governmental approaches in parallel.
