In this paper, I have discussed about the problems of the liberal democracy and its possible solutions, and it seems that the representative democracy, which is now being practiced in most liberal democratic countries, seems the best in practice although it contains many problems. `Deliberative democracy,` `participatory democracy,` `direct democracy,` ` teledemocracy` can function rather as` complements` than as` alternatives` of representative democracy. Yet, even if it is important to extend substances of liberal democracy, the more urgent thing is to consolidate the status of the countries with liberal democracy. If we analyze the reality of` the end of history,` resulted from the victory of liberal democracy, as Fukuyama argues, liberal democracy itself is now being threatened. Freedom House, which publicizes the comprehensive analysis of liberal democratic countries every year, identifies 42 liberal democratic countries in 1972 and 75 in 1994. However, as Huntington argues, the international community faces major obstacles in extending democracy to non-Western and poorer countries. In addition, major problems, if not crises, exist in many of the countries where democracy has recently been introduced. As a result, the immediate priority is to strengthen these new democracies rather than to extend democracy to other countries. Consolidation, not expansion, is the order of the day. In addition to Huntington` s argument, we can find ups and downs in the process of the development of democracy and it proves that democracy can be deteriorated anytime. It means that implementation of liberal democracy is still weak. Bobbio is convinced that a good democrat should neither have delusions about achieving the best, nor be resigned to accepting the worst. Liberal democracy should take up the goods of other forms of democracies and be developed as the most suitable system of the human society.
