The Precautionary principle (PP) is a well-known but controversial idea. In the recent book Philosophy and the precautionary principle (2014), the philosopher of science Daniel Steel proposed a new concept of the PP as a decision approach, which involves three types of interpretation of the PP (decision rule, procedural requirement, and epistemic rule). Steel’s PP seems promising for defending the PP because it can respond to some significant criticisms and try to justify the priority of the PP. However, I find there are two disadvantages in his arguments. I will clarify why his arguments fail to defend the priority of his PP in comparison with risk trade-off analysis. Then, I will propose another defense for his PP. There are three themes in my strategy: one type of public participation is likely to be a corrective against inaction bias; it seems to be clearly consistent with Steel’s PP; and it is not consistent with rival approaches.
