This study aims to stress the public role of the renewal project in its progress methods, and to make a policy-related proposal for the SH corporation, a representative corporation of local firms, to take chare in progressing the city renewal project. This study has reviewed the issues in the progressing of the current renewal project through studying the progress structure of the renewal project revolving around associations and its
problems, and the limitations of the financing of renewal projects and the public financing, in order to propose a turn of direction for the renewal project in the near future, and a new role for the local firms. Firstly, renewal projects in the near future should be run by revolving around the local residents and promising their residential rights. Secondly, it should be revolve around the residents rather than the owners, thirdly, around village
making projects rather than establishing large-scale apartments, fourthly around deducing various programs for realizing local welfare such as creating jobs, raising children, and child-care on top of physical programs such as the construction of housing, roads, and parks. Lastly, the renewal project should allow a proper role of the public in areas such as planning, conducting, licensing, and management, and should actively seek preparation and support measures to allow the SH corporation to carry out this role.
