National Science and Technology Information Service (NTIS) builds a database of federal R&D information (project information, human resources, accomplishments, equipment list, and etc.) by cooperating with 17 different ministries of the government, and provides various services using the database. This paper proposes a method to build a knowledge map that draws a network of collaborative researchers that participate in federal R&D programs. The map contains information on relations between cooperative researchers, information on key researchers with vast experience of research, and the distribution of the research funding.
