The paper will present the very common problems which are faced by every kind of women in Pakistan. It will highlight the problems of those women who are victims of legal and cultural practices in Pakistan. This paper is based on my research work which I have conducted in district level courts and rural/urban areas of Punjab (Pakistan).This paper will make a connection of women empowerment and economic empowerment and how women exploited by the males of the society. The paper will not just highlight the exploitation of women by men; it will also show the exploitation of women by the women. I would highlight the legal issues of property, divorce and “Hudood” cases and how women become a toy of legal and social/cultural institutions of our society. Based on my work experience in my organization, including field cases I will present case studies which will elucidate how I approached problems and concerns at individual and institutional levels. In the end I would present the consequences which are the outcome of this harassment.

The issue addressed in this paper is harassment of women ensuing out of legal and popular cultural practices. The focus of my paper is Zina and Divorce cases. The rationale of using both types of cases was involvement of women in both.

Both men and women are and can be subjected to harassment of various types in any society, ours being no exception. The current research however looks into harassment of women and that too within legal culture and in spaces where it interfaces with popular culture. Till very recent law was considered gender neutral (which it is not). Of late there is a controversy around this issue. The legal and social science argument around gender discrimination in legal culture have theoretical as well as policy implications. Before going any further the term harassment needs to be defined. According to the Oxford illustrated Dictionary “Harassment means vex by repeated attacks, trouble and worry”. According to the Berit Backer by “Patriarchy” We mean a community which systematically acknowledges male rights and authority above those of women” (Backer, 1983; p. 53)
