Since October 2002, the United States and North Korea have been at loggerheads over the how to resolve the issue of the North's mostly clandestine nuclear weapons program, a recent breakthrough in Six-Party Talks not withstanding. During that time, North Korea has dropped out the Treaty on the Non-proliferation of Nuclear Weapons (NPT), reprocessed 8,000 spent nuclear fuel rods that had been monitored by the International Atomic Energy Agency (IAEA) since 1994rods that could provide North Korea with enough fissile material for as many as 10 nuclear bombs, and most recently again downloaded the Yongbyon reactor of additional spent fuel that the North could processes into even more material for weapons (Brooke, May 12, 2005). Ironically, for more than eight years prior to this ongoing stalemate, the two countries had been working successfully toward implementing an agreement designed to put the Democratic People's Republic of Korea's (DPRK) plutonium genie back in the bottle. What was the cause of this unfortunate turn of events?....
