For helping reduce housing rent burden of young generation and newlyweds in lasting late marriage and lowest-low fertility, suggesting that making a new rent deposit loan product of private financial institutions and supporting loan interest subsidy of Gyeonggi-do is the aim of the study.
Set the four kinds of policy alternatives to the variable rent deposit loan support ratio and loan interest subsidy ratio and analyzed the effect.
As a result, the newlyweds living in exclusive residential area 44㎡ of private rental housing require minimum of 3.35million won income, but living in Happiness House or Ttabok House supporting rent deposit loan reduce by up to 1.82million won and 1.34million won in case of childbirth 2 people.
For example, if the monthly income of 2.5million newlyweds receive supporting rent deposit loan, rent to income ratio(RIR) depending on the number of children given birth is from 10.7% to 12.6%. This means possible to solve the housing problem by transportation expenses (transportation expense to income ratio of 8.5%).
And if total sixty thousand household living in Happiness House or Ttabok House receive supporting rent deposit loan, necessary budget is estimated at 33.35billion won to 51.93billion won for 5 years from 2016 to 2020.
Based on results, there are some suggestions. First, The rent deposit loan support would be possible to operating in conjunction with government’s Chonsei loan program, and needs to be broadened to apply to young generation and newlyweds living in private rental housing and long-term public rental housing tenants. Forth, reduced housing costs through the rent deposit loan support of Gyeonggi-do would need a way to encourage them to take advantage of cost-prepared for the future dwellings and also consider a way would be opening a 2030 Young generation passbook of Gyeonggi-do. Fifth, plans leveraging private capital and public funds of the society would be needed to ensure stable financial resources and diversity of funding. Sixth, it is necessary to refine the information on the young generation housing assistance in Gyeonggi-do Housing Regulations. Finally, Gyeonggi-do would be required to make recommendations to the central government so that it can be promoted as a national project at the same time striving for the expansion of their own business.
