Chinese cities have shifted from a solitary focus on pursuit of manufacturing and heavy industry for urban development to a variety of different paths for development, including ones that offer more respect for the quality of life and lived experience of residents. The City of Dalian in Liaoning Province, China has shifted dramatically in the direction of cultural-oriented areas of development in order to drive local development outcomes, recognizing culture as one of the five leading industries. The study uses official data from the Chinese National Statistical Yearbook from the years 2003-2012 to examine the concentration of the industrial sectors in Dalian relative to the national concentration of industry via the method of location quotient (LQ). LQ is calculated in this study by comparing the density of employment in a particular industry to the national density of that industry nationwide. Eight of 19 industrial sectors in Dalian had an LQ score equal to or greater than one, indicating a concentration qual to or greater than that industry nationwide. The high technology information technology and software sector, relying heavily on the production of cultural contents and the culture, sports, and entertainment sectors led the increase in concentration by a large margin, demonstrating the growing size and concentration of culturally-related sectors to the Dalian economy. In terms of absolute LQ, the eight sectors were information technology and software, real estate, manufacturing, all with a significant concentration, hotel and catering, and transportation, both with greater than average and close to the significant 1.5 level, wholesale and retail trade, finance, and culture and entertainment, all with average or slightly above average concentrations. The manufacturing sector was the only one to offer support for the traditional models of development, while there was strong support found for the cultural amenity model, and support in the growth of high-value labor sectors for the creative class model. The new model of development embraced by Dalian through its cultural development policies is also discussed.
